Utilities across the Western Balkans face hardening EU monitoring deadlines under the Urban Wastewater Treatment Directive recast. The data infrastructure to comply does not yet exist on the ground. SWC partners with selected operators across six countries, providing continuous sensing, telemetry, SCADA integration, and field training as an in-kind program award at no cost to the utility. Partners meet their regulatory obligations. The platform proves itself in the field. A working model takes shape for the rest of the region to build on.

Selection favors utilities with meaningful regulatory exposure under the EU Urban Wastewater Treatment Directive or national equivalents, sufficient plant capacity to demonstrate the technology at scale, and a willingness to co-publish results.
We prioritize candidates whose existing donor-financed work aligns with continuous monitoring objectives, and who have the technical readiness to integrate SCADA, telemetry, and on-site staff training inside the program window.
Applications that articulate a specific regulatory, operational, or public-health outcome are preferred over those listing general interest.
